The Cuban Government issued a serious warning about the unauthorized use of the Starlink satellite internet service in its territory, describing it as illegal and contrary to International Telecommunication Union (ITU) Radio Regulations.
This stance is based on three fundamental aspects, according to the officialdom in a post from Facebook, first, the unauthorized use of the radio spectrum, the lack of operating license, and the violation of national legislation, such as "Resolution 272/2015".
According to the ITU, each country has full sovereignty over its radio spectrum And must coordinate with satellite providers the use of frequency bands such as Ku and Ka. Starlink, by operating without permission from the Ministry of Communications of Cuba, violates these regulations and represents a clear case of unauthorized interference.
In addition, not having a official license Without notifying its activity to the ITU, SpaceX would be engaging in a practice that has already been denounced in other countries, such as Iran, where the ITU supported the state's position against the illegal operation of the system.
The Cuban government also pointed out that national legislation expressly prohibits the import and use of satellite equipment without prior approval, including Starlink terminals.
This exposes users to sanctions such as confiscations, fines and technical blockage of the Starlink service in Cuba for Internet.
Although the ITU does not have coercive power, it could issue a symbolic resolution that affects the international reputation of. SpaceX.
So the use of Starlink in Cuba not only contravenes national laws, but also represents a violation of international principles of sovereignty and spectral coordination.
"Exactly and affirmative 100 % according to the regulations, this confirms my theory regarding and discussion about the use of the Starlink system in Cuba," commented a user.
Previously, Cuban-American politicians have reported that they are in talks with Elon Musk to provide the island with that system in cases of Internet outages "scheduled" by the government.

I don't know what's wrong with using the service because it doesn't affect the radio bases at all. It may be illegal, but it doesn't affect the radio bases at all. They should allow the use of these devices that provide a great connection to those who can use them.
